Appraiser Continuing Education Requirements
If you hold a West Virginia appraiser credential, West Virginia currently uses an annual renewal cycle. The Board’s current renewal rule, 190CSR3, states that licenses and certifications are renewed for the period October 1 through September 30 of the following year. The Board’s current education page also explains that continuing education must be completed between October 1 of the previous year and September 30 of the licensing year.

What West Virginia appraisers need
West Virginia requires 14 classroom hours of Board-approved continuing education during each renewal term. The Board’s education page states this requirement directly, and the current renewal rule, 190CSR3, likewise requires not less than 14 classroom hours or classroom hours of distance education during each renewal term. The rule also states that, with the exception of the 7-hour USPAP course, a licensee must wait three renewal cycles before receiving credit again for a continuing education course offering on the same topic.

West Virginia also provides a limited first-cycle exemption. The current rule states that a licensee is not required to complete the required amount of continuing education for the initial renewal if the time between the effective date of the initial credential and the beginning of the first renewal term is less than 180 days. The Board’s education page expresses the same idea operationally by stating that, if an initial license or permit was issued after April 1, the applicant is exempt from providing continuing education for that cycle.

USPAP requirement
As part of renewal, West Virginia requires the 7-hour USPAP update course every two years. The current rule, 190CSR3, states that the licensee must complete the 7-hour Uniform Standards of Professional Appraisal Practice (USPAP) update course every two years and within eight months of a newly adopted version of USPAP. The Board’s education page is consistent with that requirement and also notes that the 7-hour USPAP course may be taken yearly even though it is only required every two years.

Valuation Bias and Fair Housing requirement
West Virginia now expressly requires the Valuation Bias and Fair Housing Laws and Regulations course. The current rule, 190CSR3, states that effective January 1, 2025, appraisers must successfully complete a 7-hour course meeting the AQB Valuation Bias and Fair Housing Laws and Regulations Outline by December 31, 2025. The same rule further states that, after completion of that initial 7-hour course, appraisers must complete a 4-hour course meeting the same AQB content requirements every two years beginning January 1, 2026 as a condition of subsequent renewals.

The AQB’s March 2026 republication of the 2026 Real Property Appraiser Qualification Criteria is consistent with that structure. The AQB Criteria state that appraisers must complete a course meeting the Valuation Bias and Fair Housing Laws and Regulations Outline every two calendar years, beginning with a 7-hour course and followed by a minimum 4-hour course in subsequent cycles.

West Virginia law course requirement
West Virginia also has a separate West Virginia law course requirement. The Board’s current education page states that, effective January 1, 2015, licensees applying for renewal must successfully complete a 3-hour West Virginia Law Course, with exam, every four years. The Board further states that this course does not count toward the required 14 hours of continuing education and is in addition to the 14-hour CE requirement.

Important West Virginia deadlines
The Board’s current renewal term runs from October 1 through September 30, and the Board’s current appraiser renewal packet states that applications dated or postmarked after September 30 must be accompanied by an $80 delinquent fee. The packet also states that all 2024-2025 certifications, licenses, and permits expired on September 30, 2025, reflecting the Board’s annual cycle in practice.

West Virginia’s statute, W. Va. Code § 30-38-11, states that a renewal application must be filed no earlier than 120 days nor later than 30 days prior to the expiration date of the current license or certification, and that the renewal application must be accompanied by evidence, in the form prescribed by the Board, showing completion of the continuing education requirements. The same statute allows the Board to extend a credential for up to six months when renewal requirements were not met because of mistake, misunderstanding, or circumstances beyond the applicant’s control.

Approved courses
West Virginia maintains an official Approved Continuing Education Courses list. The current list is marked Revised January 13, 2026 and includes the Board’s currently approved CE offerings. The Board’s education page also directs appraisers to that approved course list for provider and course-format information.

The approved-course list also notes that, per the AQB, educational offerings approved for classroom presentation for CE credit are approved for synchronous presentation when the instructor and students interact simultaneously, and it separately describes hybrid and asynchronous delivery.

Legal Authority / Compliance References
West Virginia’s core renewal statute is W. Va. Code § 30-38-11, which governs renewal applications, the CE documentation requirement, extensions, and late renewal. The Board’s general rulemaking authority appears in W. Va. Code § 30-38-7. The Board’s current renewal rule is 190CSR3, which establishes the annual October 1 to September 30 renewal term, the 14-hour CE requirement, the USPAP timing rule, the current Valuation Bias and Fair Housing course structure, the initial-cycle exemption, and the Board’s CE documentation and audit procedures. The Board’s official public implementation guidance appears on its Education page, Forms page, Legal Framework page, and the current 2025-2026 Renewal Application.

How to Renew
For the current cycle, West Virginia’s official appraiser renewal packet directs appraisers to use the 2025-2026 Renewal Application and to mail it via USPS only to P.O. Box 40267, Charleston, WV 25364. The packet states that the Board office cannot accept renewal payments at the physical office and that the application must include the appropriate renewal fee. The renewal packet also states that applications dated or postmarked after September 30 must include the $80 delinquent fee.

Before renewing, complete your required continuing education and keep your course-completion documents. The current rule states that the licensee is responsible for documenting all required education with the renewal application and that renewals are subject to random audit. The Board’s education page also makes clear that the separate 3-hour West Virginia law course is required every four years in addition to the 14 CE hours.

Pro-Tips for 2026
-
Aim to finish your CE before September rather than waiting until the end of the cycle. West Virginia’s current rule and Board guidance place the CE completion window between October 1 and September 30, and the current renewal packet adds an $80 delinquent fee for applications dated or postmarked after September 30.
-
Do not overlook the separate West Virginia law course. It is easy to miss because it is not part of the 14 required CE hours. West Virginia requires it every four years, with an exam, and it must be completed in addition to the standard annual CE.
-
Make sure your 2026 planning includes the correct valuation bias course. Under the current rule, West Virginia appraisers needed the initial 7-hour VBFH course by December 31, 2025, and after that must complete a 4-hour course every two years beginning January 1, 2026.
-
Before registering for any class, verify it on West Virginia’s official Approved Continuing Education Courses list. The Board’s current approved-course PDF is revised January 13, 2026, so it is a better source than relying on older provider advertisements alone.
