Virginia
Appraiser Continuing Education Requirements

If you hold a Virginia appraiser credential, Virginia currently uses a two-year renewal cycle. Under 18VAC130-20-100, licenses, certifications, trainee credentials, and business registrations expire two years from the last day of the month in which they were issued. Virginia’s renewal regulation, 18VAC130-20-110, requires continuing education during each licensing term.

What Virginia appraisers need

Virginia requires 28 hours of continuing education during each licensing term for certified general, certified residential, and licensed residential appraisers, and the same rule applies to appraiser trainees. Virginia also allows up to one-half of the CE requirement to be satisfied through approved participation other than as a student, such as teaching, program development, or authorship. Those requirements appear in 18VAC130-20-110.

USPAP requirement

As part of the 28 hours, Virginia requires 7 classroom hours in the National USPAP update course. Virginia’s renewal regulation also states that, aside from that required USPAP course, appraisers may not receive credit for taking the same continuing education course within the same licensing term. See 18VAC130-20-110.

Valuation Bias and Fair Housing requirement

Virginia’s codified renewal regulation currently states that, as part of the required hours, all real estate appraisers must complete a minimum two-hour course on either fair housing or appraisal bias. That language appears in 18VAC130-20-110, and the enabling statute, Code of Virginia § 54.1-2014, similarly states that if the Board requires continuing education, it must include a minimum of two hours of fair housing or appraisal bias courses.

At the same time, the Virginia Board’s current official Real Estate Appraiser Board page now states under its Effective January 1, 2026 notice that, for credential renewal, appraisers are required to complete a valuation bias and fair housing laws course of at least seven hours, and every two calendar years thereafter the requirement may be satisfied with a course of no fewer than four hours. The Board also states that an appraiser who already completed the seven-hour course plus one-hour examination as part of qualifying education has met the initial renewal requirement.

Important Virginia deadlines

Virginia does not use a single statewide expiration date for appraisers. Instead, the credential expires two years from the last day of the month of issuance. Before the expiration date, the appraiser must submit the appropriate renewal and registry fees. If those fees are not received within 30 days after expiration, the credential must be reinstated rather than simply renewed. If two years pass after expiration, reinstatement is no longer possible and the individual must reapply as a new applicant. Those rules appear in 18VAC130-20-100 and 18VAC130-20-120.

Virginia’s Board FAQ also makes clear that the date received by the agency, not the postmark date, controls whether a renewal is timely. The same FAQ states that a licensee may not continue to practice in Virginia after the credential has expired.

Renewal and reinstatement fees

Virginia’s current fee regulation, 18VAC130-20-130, sets the biennial renewal fee for certified general, certified residential, and licensed residential appraisers at $167.50 and the reinstatement fee at $347.50. For appraiser trainees, the renewal fee is $87.50 and the reinstatement fee is $212.50. The same regulation also states that $80 of the biennial renewal or reinstatement fee for permanent licensees must be submitted to the Appraisal Subcommittee as the National Registry fee assessment.

Approved courses and CE credit

Virginia’s current Appraiser Continuing Education FAQ states that active licensees must submit proof of completion of CE courses, seminars, workshops, or conferences in the form of a transcript, certificate, or letter of completion, and that the completion form must show the number of classroom hours successfully completed. The same FAQ states that acceptable CE offerings must be approved by the Board or approved by the AQB.

Virginia’s course-approval rule, 18VAC130-20-220, also states that continuing education credit is granted only where the educational offering is at least two hours long and that appraisal-bias courses designed to satisfy the Virginia renewal requirement must be directly applicable to the appraiser’s rendering of an opinion of value. The regulation lists acceptable appraisal-bias topics including awareness and identification of appraisal bias, effects on consumers, strategies to address appraisal bias, and laws and regulations applicable to appraisal bias.

Virginia’s enabling statute on CE is Code of Virginia § 54.1-2014. The Board’s current practical guidance appears on the official Real Estate Appraiser Board page and the official Appraiser Continuing Education FAQ. Virginia’s final 2025 regulatory action for the Board, effective January 14, 2026, also states that changes to the regulation require applicants on or after January 1, 2026 to have completed the standards established by the AQB’s January 2026 Real Property Appraiser Qualification Criteria.

How to Renew

Virginia appraisers may renew online through DPOR’s Renew a License page using Quick Pay or Online Services. Virginia’s Board also states that, if you did not receive a renewal form, you may still submit the renewal fee directly to the Board, and failure to receive a renewal notice does not relieve you of the obligation to renew. Renewals are timely based on the date received by the agency or its agent, not the postmark date. If the credential is more than 30 days past expiration, reinstatement is required, and after two years reinstatement is no longer available.

Before renewing, Virginia licensees should make sure they have completed the required CE for the current licensing term and have proof of completion ready. Virginia’s CE FAQ states that active licensees must submit proof of CE completion, and that acceptable offerings must be approved by the Board or the AQB.

Pro-Tips for 2026

  • Do not rely on the postmark. Virginia’s Board FAQ states that the date received by the agency controls whether a renewal is timely. That makes early submission the safest approach.

  • Plan early for both USPAP and valuation bias / fair housing. Virginia’s codified renewal rule still expressly references a minimum two-hour fair housing or appraisal-bias course, but the Board’s current 2026 website notice says renewal requires a seven-hour valuation bias and fair housing laws course for the first applicable cycle, followed by four hours every two calendar years thereafter. As a practical matter, that means Virginia appraisers should verify current Board guidance before the renewal window closes.

  • Keep your CE completion documents. Virginia’s Board FAQ says active licensees must submit proof of completion, and the safest practice is to save transcripts and completion certificates as soon as each course is finished.

  • If you need to call the Board, avoid assuming full-day access every weekday. The Board’s current page states that call center hours on Tuesdays and Wednesdays are limited to noon to 2 p.m., while Monday, Thursday, and Friday hours are 8:30 a.m. to 5 p.m.
