Oregon
Appraiser Continuing Education Requirements

If you hold an Oregon appraiser credential, Oregon currently uses a two-year renewal cycle tied to your birth month. Under OAR 161-010-0010, all licenses and certificates are subject to renewal every two years on or before the last day of the license or certificate holder’s birth month. Oregon’s current License Directory also identifies the appraiser credential as having a 2-year duration.

What Oregon appraisers need

Oregon requires 28 hours of continuing education for renewal. Under OAR 161-020-0150, the 28 hours must be completed between the license or certificate issue date and expiration date, and credit is granted only where the educational offering is at least two hours long. The same rule also states that carryover is not allowed, and that the same course cannot be repeated for CE credit within the same licensing or certification cycle, except for USPAP.

Oregon also allows limited non-student CE credit. Under OAR 161-020-0150, appraisers may receive CE credit for teaching, course development, authorship, or similar activities, but that credit may account for no more than half of the required CE for renewal. The rule also allows the Board to award CE credit for attending one qualifying Board meeting per CE cycle, up to 7 hours.

USPAP requirement

As part of renewal, Oregon requires the 7-Hour National USPAP Continuing Education Course, or its equivalent, during each two-year renewal cycle. That requirement appears in both OAR 161-010-0010 and OAR 161-020-0150. Oregon’s rule also states that an appraiser credentialed in more than one jurisdiction does not need to complete more than one 7-hour USPAP CE course within the same two-year cycle to satisfy AQB criteria.

Valuation Bias and Fair Housing requirement

Oregon now expressly requires the Valuation Bias and Fair Housing Laws and Regulations course. Under OAR 161-010-0010, effective January 1, 2026, all applicants for renewal of a license or certificate must complete a 7-hour VBFH course. Thereafter, all applicants must complete a VBFH course of at least 4 hours in length during each two-year renewal cycle. Oregon’s official ACLB portal repeats that same requirement and states that applicants for renewal must provide evidence of completion with the renewal application.

Important Oregon deadlines

Oregon renewal applications are timely only if they are received by the Board office on or before the expiration date. OAR 161-010-0010 states that the completed application, fee, and CE evidence must be received by the Board office on or before expiration, and if the expiration date falls on a weekend or legal holiday, the renewal must be received no later than 5:00 p.m. on the next business day. The same rule states that renewal applications received after expiration and within one year after expiration are assessed a late fee, and that it is unlawful to engage in appraisal activity in Oregon after a license or certificate has expired and before it is properly renewed. If an appraiser fails to renew within one year after expiration, the license or certificate becomes terminated and the appraiser must reapply.

Current Oregon renewal fees

As of May 2, 2026, Oregon’s current fee rule is OAR 161-003-0020. It sets the current renewal fee for a certificate or license at $640 for two years, the current late renewal fee at $500 in addition to the renewal fee, the inactive certificate or license fee at $300, the reactivation fee at $200, and the appraiser assistant renewal fee at $150. The rule also states that the Annual Federal Registry Fee is the actual amount set by the Appraisal Subcommittee.

Inactive status

Oregon allows a certified or licensed appraiser to move from active to inactive status. Under OAR 161-040-0000, the appraiser must submit a written request on the Board’s form, along with the appropriate fee and required continuing education. The same rule states that a person on inactive status may later convert back to active status by submitting a renewal application and the required information and fees.

Special note for appraiser assistants

Oregon appraiser assistants have a different renewal structure than licensed and certified appraisers. Under OAR 161-010-0080, the Appraiser Assistant Registration must be renewed annually, and the renewal application must include verification of successful completion of the 7-hour USPAP CE course, if applicable, during the second year and every two years thereafter. The current rule materials also continue to require CE reporting and documentation as part of the renewal process.

Approved courses

Oregon’s official ACLB portal includes a Search Education Database tool and the Board’s current portal directs appraisers to submit CE evidence with renewal applications. Oregon’s rules also require CE reporting to include the provider name, course subject matter, location, number of hours, course name, date, approval number, and appraiser name, together with a certificate of completion, URCEC form, or grade report. For practical course verification, the official ACLB Portal Home is the best current starting point.

How to Renew

Oregon’s ACLB portal currently instructs appraisers to submit completed renewal applications to online.application@aclb.oregon.gov for faster processing. The Board states that renewal submissions should include a completed renewal application, a 2 x 2 updated color photo, a minimum of 28 hours of education certificates, and a signed credit card authorization form. The Board also cautions that incomplete applications will not be processed and that applications, reports, and payments must be received by ACLB before the expiration date or a late fee applies. Those instructions are consistent with OAR 161-010-0010, which requires the application, fee, and CE evidence to be received on or before expiration.

Pro-Tips for 2026

  • Do not wait until the end of your birth month. Oregon’s rule requires the renewal package to be received by the Board on or before expiration, not merely mailed by that date.

  • Make sure your renewal package includes the updated color passport-style photo. Oregon’s renewal rule specifically requires a current, recognizable passport-style color photograph taken within 30 days before the Board receives the application.

  • Complete the correct VBFH course for your cycle. Oregon requires the initial 7-hour course for renewals beginning January 1, 2026, and a 4-hour course thereafter in each two-year renewal cycle.

  • Watch Oregon’s fee timing closely. As of May 2, 2026, the current renewal fee rule still lists a $640 renewal fee and $500 late fee. But Oregon has already filed a fee change effective July 1, 2026 that will raise the renewal fee to $715 and move to tiered late fees of $150 within 90 days, $300 within 91–180 days, and $500 after 181 days.
