Appraiser Continuing Education Requirements

South Dakota appraisers renew every year by September 30, but continuing education is documented every other year. The current cycle runs October 1, 2025 through September 30, 2027: 28 hours, made up of 7 hours of National USPAP and 21 elective hours. The USPAP course carried an earlier deadline of June 30, 2026.

South Dakota appraiser credentials renew annually, but continuing education is reported every other year. All credentials, including those on inactive status, expire on September 30 of each year. Continuing education documentation is submitted with the renewal application only in odd-numbered years, when an appraiser must document 28 class hours of approved instruction.

The requirement is set by S.D. Admin. R. 20:14:13:01 and explained on the South Dakota Appraiser Certification Program’s Continuing Education Requirements page. The Program is administered by the South Dakota Department of Labor and Regulation — South Dakota has no separate appraiser board, and an Advisory Council advises the Secretary.

Time-sensitive as of August 2026: the 7-Hour USPAP deadline for the 2027 CE cycle was June 30, 2026. That date has passed. An appraiser who has not yet completed the course must still complete it, and will be assessed a late completion renewal fee under S.D. Admin. R. 20:14:10:04.01. See the USPAP section below.

South Dakota appraiser CE at a glance

• Renewal deadline — September 30, every year. All credentials expire annually, including inactive credentials and supervisory appraiser endorsements.

• Submit by — August 16. The Board's Renewal Process and Forms page directs appraisers to file the application, fees, and CE documentation by that date.

• CE reporting years — odd-numbered years only. No CE documentation is submitted with an even-numbered-year renewal, but the application and fee are still due.

• Current CE cycle — October 1, 2025 through September 30, 2027.

• Hours required — 28, documented at the odd-numbered-year renewal.

• What the 28 hours are — 7 hours National USPAP, 21 hours electives. South Dakota mandates no separate Valuation Bias and Fair Housing course.

• USPAP deadline — earlier than the rest of the cycle. The seven-hour course is due on or before June 30 of the even-numbered year — June 30, 2026 for this cycle, a date that has passed.

• USPAP edition — South Dakota adopted the 2024 Edition of USPAP effective May 26, 2025. The current vehicle is the 2026-2027 7-Hour National USPAP CE course.

• Valuation Bias and Fair Housing — not mandatory, but expressly creditable as an elective under S.D. Admin. R. 20:14:13:02(17).

• Minimum course length — two class hours.

• Repeat courses — no credit for the same continuing education offering twice within a reporting period.

• Teaching credit — up to one-half of the requirement, awarded only once per course per cycle.

• Delivery — classroom, live synchronous, and asynchronous offerings all appear on the Board's approved roster. South Dakota sets no classroom-versus-distance percentage split.

• Renewal fee — $390 certified general, $375 certified residential, $365 state-licensed, $175 state-registered, $100 supervisor endorsement. The first three include the $40 National Registry fee.

• Late fees — $25 per month or fraction of a month from October 1, plus a $100 late completion fee if the USPAP course is finished after the June 30 deadline.

• Hard cutoff — renewal applications are not accepted after March 31 following expiration. After that date the credential cannot be renewed.

• Regulator — South Dakota Appraiser Certification Program, Department of Labor and Regulation, governed by SDCL Chapter 36-21B and ARSD Article 20:14. There is no separate appraiser board.

How does the South Dakota CE cycle work?

South Dakota separates renewal from reporting. Every credential expires September 30 each year and must be renewed annually, but continuing education documentation is submitted only in odd-numbered years. An even-numbered-year renewal still requires the application and the fee — it simply carries no CE attachment.

The CE reporting window. For the 2027 renewal, approved continuing education must be taken between October 1, 2025 and September 30, 2027 — with the single exception of the 7-hour USPAP course, which had to be completed before July 1, 2026. This window is stated on the Board’s Continuing Education Requirements page. Hours earned before October 1, 2025 do not count toward this cycle.

Who is excused. The Board’s guidance table sets out four categories of first-time applicant, plus inactive and reciprocal appraisers:

• Credential issued on or after July 1 and before October 1 of an even-numbered year — first renewal is the even-numbered year with no CE due; the second renewal is the odd-numbered CE year, requiring the full 28 hours including USPAP, with no USPAP penalty fee.

• Credential issued on or after October 1 of the even-numbered year and before April 1 of the odd-numbered year — 14 hours required, USPAP not required.

• Credential issued after March 31 of the current odd-numbered year — no CE required.

• Inactive appraisers — no CE required (S.D. Admin. R. 20:14:03:05), though the renewal application and fee are still due.

• Appraisers credentialed by reciprocity — no CE required, provided the appraiser is in good standing in the state of domicile as verified through the ASC National Registry. Note that under S.D. Admin. R. 20:14:13:01.01(2), CE is required if a reciprocal appraiser moves to South Dakota.

None of the first-time applicant exemptions apply to appraisers who have been issued an upgrade of a credential.

​

Citation discrepancy to be aware of. The Board’s Continuing Education Requirements table cites S.D. Admin. R. 20:14:13:01.01 as the authority for the 14-hour partial requirement. The 14-hour rule is actually codified at S.D. Admin. R. 20:14:13:01.02 (“Continuing education — Partial requirement”); 20:14:13:01.01 is the separate “Continuing education not required” rule. The rules also define the cutoff as 185 days before September 30 rather than April 1, which produces a date roughly two days earlier than the Board’s summary. Appraisers credentialed near that boundary should confirm their category with the Program directly.

How many CE hours do South Dakota appraisers need?

State-certified, state-licensed, and state-registered appraisers must complete and submit documentation of 28 class hours of instruction in approved courses or seminars in each odd-numbered year, unless exempt under S.D. Admin. R. 20:14:13:01.01 or 20:14:03:05.

Seven of those 28 hours must be the current edition of the 7-hour national USPAP continuing education course. The remaining 21 hours are electives drawn from the approved topic list.

Several mechanics in the rules determine whether a course will actually count:

• Two-hour minimum. A continuing education course must be at least two class hours to earn credit (S.D. Admin. R. 20:14:13:03).

• No repeats. An appraiser may not receive credit for completing the same continuing education offering twice within the same reporting period (S.D. Admin. R. 20:14:13:01).

• Credit for teaching. Up to one-half of an appraiser’s continuing education credit may be granted for participation other than as a student — teaching, program development, authorship of textbooks, or similar activities the Secretary determines to be equivalent. Credit for instructing any given course may be awarded only once during a continuing education cycle (S.D. Admin. R. 20:14:13:04).

What is the South Dakota USPAP requirement?

Seven of the 28 hours must be completed in the seven-hour update course covering the uniform standards as adopted in S.D. Admin. R. 20:14:06:01, or an equivalent determined by the Secretary, or an alternative method specified in S.D. Admin. R. 20:14:13:10.01.

South Dakota adopted the 2024 Edition of USPAP effective May 26, 2025, by amendment to S.D. Admin. R. 20:14:06:01. The rulemaking record is published at rules.sd.gov (public hearing April 3, 2025; filed with the Secretary of State May 6, 2025; effective May 26, 2025).

The USPAP deadline runs on a different clock than the rest of your CE. The rule requires the most current edition seven-hour uniform standards course to be completed on or before June 30 of each even-numbered year — that is, in the year preceding the odd-numbered renewal year in which the CE is reported. For the 2027 renewal, the deadline was June 30, 2026.

Late completion fee. An appraiser who does not complete the seven-hour course by the June 30 deadline is assessed a late completion renewal fee under S.D. Admin. R. 20:14:10:04.01. The Board’s Continuing Education Requirements page states this fee is $100. Missing the deadline does not excuse the requirement — the course must still be completed.

Terminology varies across official sources. The codified rule refers to the “seven-hour update course.” The Board’s Continuing Education Requirements page calls it the “7-hour USPAP Continuing Education Course.” The Board’s renewal FAQ page still calls it the “7-hour National USPAP Update Course” and still illustrates the requirement with the 2018 renewal cycle. These refer to the same requirement. Match the course title on the Board’s approved roster rather than any single web page.

Does South Dakota require a Valuation Bias and Fair Housing course?

South Dakota does not mandate a standalone Valuation Bias and Fair Housing course. There is no separate VB/FH hour requirement in Article 20:14, and none appears in the Board’s continuing education guidance.

​

However, valuation bias and fair housing coursework is expressly creditable as elective CE. S.D. Admin. R. 20:14:13:02 lists the acceptable continuing education topics, and subdivision (17) covers “valuation bias, fair housing, or equal opportunity housing.” A number of 4-hour and 7-hour VB/FH courses appear on the Board’s current approved roster.

The Board’s web page has not been conformed to the rule. The topic list printed on the Continuing Education Requirements page ends at “energy efficient items and ‘green building’ appraisals” and omits subdivision (17). The codified rule controls, and the Board has in fact approved VB/FH courses. An appraiser reading only the web page could wrongly conclude that a valuation bias course does not count in South Dakota.

Can South Dakota CE be taken online?

Yes. South Dakota imposes no classroom-versus-distance percentage split — unlike states such as Tennessee, which require half the hours to be classroom-based. Credit may be earned through approved classroom or approved distance education courses, and the Board’s approved course roster lists classroom, live synchronous, and asynchronous offerings alike.

What matters is not the delivery format but whether the specific offering carries South Dakota approval in that format. The roster identifies a delivery method for each approved entry, so a course approved for asynchronous delivery and the same title approved for synchronous delivery are tracked separately. Live virtual sessions delivered in real time are generally listed as Classroom/Synchronous.

The two-hour minimum course length applies regardless of delivery method.

Important South Dakota deadlines

• September 30, every year — all appraiser credentials expire, including inactive credentials and supervisory appraiser endorsements.

• August 16 — the date by which the Board’s Renewal Process and Forms page directs appraisers to submit the renewal application, fees, and (in odd years) CE documentation.

• June 30 of each even-numbered year — deadline for the seven-hour USPAP course counting toward the following odd-numbered renewal year.

• October 1 — late penalty begins accruing at $25 per month or fraction of a month.

• March 31 following expiration — the absolute cutoff. The Board states that renewal applications will not be accepted after March 31 of the following year. After that date the credential cannot be renewed and a new application is required.

Applied to the current cycle: the 2026 renewal (due September 30, 2026) is an even-numbered year, so no CE documentation is submitted with it — but the application and fee are still due, and the Board asks for them by August 16, 2026. The 2027 renewal is the CE year, requiring 28 documented hours with USPAP completed by June 30, 2026 and the remaining hours completed by September 30, 2027.

Approved courses

Continuing education must be completed in courses approved by the Department. The Board publishes its approved list as a single PDF, Approved Qualifying Education and Continuing Education Providers, linked from the Approved Education for Appraisers page. The roster was last updated July 31, 2026.

​

Three cautions the Board itself emphasizes:

• The roster is not exhaustive. Courses that would be acceptable may simply not have been submitted for approval.

• Every entry carries an expiration date, and expired entries remain visible on the list. Check the expiration date, not just the course name.

• The Board advises verifying the course on both the roster and the provider’s website before purchasing and again immediately before taking the course.

Under S.D. Admin. R. 20:14:13:06, as amended effective May 26, 2025, a course approval now runs until the soonest of three years from approval, the course expiration date provided by the Appraiser Qualifications Board, or a determination by the Secretary that the course has changed and no longer meets the criteria.

Stay on track with your South Dakota CE

South Dakota appraiser licensing and continuing education are governed by South Dakota Codified Law Chapter 36-21B and Administrative Rules of South Dakota Article 20:14. The Board links to both from its State Laws & Administrative Rules page: SDCL 36-21B and ARSD 20:14.

SDCL 36-21B-1 requires certification, licensure, or registration of anyone performing a real estate appraisal or holding out as a real estate appraiser in South Dakota unless otherwise exempt. SDCL 36-21B-3 grants the Secretary rulemaking authority; subdivision (6) is the authority cited for the continuing education rules.

The controlling administrative rules are:

• 20:14:13:01 — Continuing education requirements. Establishes the 28 class hours in each odd-numbered year, the seven-hour uniform standards course, the June 30 even-year USPAP deadline, the late completion fee cross-reference, and the bar on duplicate course credit.

• 20:14:13:01.01 — Continuing education not required. Recent first-time credentials and reciprocity.

• 20:14:13:01.02 — Continuing education, partial requirement. The 14-hour tier.

• 20:14:13:02 — Acceptable continuing education course topics, including (17) valuation bias, fair housing, or equal opportunity housing.

• 20:14:13:03 — Minimum length of continuing education course (two class hours).

• 20:14:13:04 — Additional activities eligible for credit, including teaching.

• State-Certified General renewal — $350 application fee plus $40 National Registry fee, $390 total

• State-Certified Residential renewal — $335 plus $40, $375 total

• State-Licensed renewal — $325 plus $40, $365 total

• State-Registered renewal — $175, no National Registry fee

• Supervisor Endorsement renewal — $100

Late penalty: $25 for each month or fraction of a month elapsed since October 1. USPAP late completion fee: $100. Confirm all fee amounts with the Program before submitting payment. The Board’s fee schedule page carries no revision date, and an underpaid renewal is a rejected renewal.

How to Renew

Renewal is online only. The Board states that the application and payment must be completed through its online system, and that the system will not permit submission until the form is complete. The renewal application is available from July through March 31 through the Appraiser Certification Program Online Renewal portal.

Submit by August 16:

• Completed online renewal application

• Appropriate fees

• Continuing education documentation — required in odd-numbered years only

​

Inactive appraisers complete the same renewal requirements as active appraisers except that no continuing education is required; the inactive status box must be checked on the application. Appraisers credentialed by reciprocity complete the same renewal requirements, though the continuing education requirement may be exempted.

​

If the credential expired on September 30 and has not been renewed, it may be renewed until March 31 of the following year with the $25 monthly late penalty. After March 31, renewal applications are no longer accepted for that period.

​

Pro-Tips for 2026

• The June 30, 2026 USPAP deadline has passed. If you have not completed the 7-Hour National USPAP Continuing Education Course for the 2027 cycle, complete it now. The requirement does not go away, and the $100 late completion fee applies at renewal. Waiting longer does not increase the fee, but it does risk the course being unavailable close to the 2027 deadline.

• 2026 is a non-CE renewal — but it is still a renewal. Credentials expire September 30, 2026, and the Board asks for the application and fee by August 16, 2026. No CE documentation is submitted this year. Do not let “no CE due” become “no renewal filed.”

• Start the 21 elective hours now. The reporting window for the 2027 renewal opened October 1, 2025 and closes September 30, 2027. Hours taken before October 1, 2025 do not count.

• Check the expiration date, not just the course name. The Board’s roster lists each approval with an expiration date and leaves expired entries visible. Verify the course is still active immediately before you take it.

• Valuation bias and fair housing counts as an elective in South Dakota under S.D. Admin. R. 20:14:13:02(17), even though the Board’s web page omits that topic from its printed list. If you hold credentials in states that do mandate VB/FH, an approved course can satisfy South Dakota elective hours at the same time — but confirm the specific course carries a South Dakota approval number.

• If you teach, claim it. Up to half of your continuing education credit may come from teaching, program development, or authorship under S.D. Admin. R. 20:14:13:04 — once per course per cycle.

• Watch the March 31 wall. South Dakota’s late renewal window is finite. Unlike states that allow indefinite reinstatement with penalties, South Dakota stops accepting renewal applications after March 31 following expiration.
