Appraiser Continuing Education Requirements

If you hold a North Dakota appraiser credential, North Dakota’s current sources show a transition point in renewal structure. The current statute, N.D.C.C. § 43-23.3-10, says permits expire biennially on December 31. However, the current renewal rule, N.D. Admin. Code 101-02-04-01, still says all permits expire on December 31 of each year, that renewal is made during the month preceding expiration, and that late renewal is allowed for up to 90 days. The Board’s May 30, 2024 meeting minutes confirm that the Board recognized this mismatch and was working toward a biennial renewal cycle aligned with the continuing-education cycle.

What North Dakota appraisers need

North Dakota’s current continuing-education rule is N.D. Admin. Code 101-04-01-01. That rule requires 28 hours of continuing education over a two-year education renewal period. Of those 28 hours, at least 14 hours must include appraisal-specific education related to the valuation of real estate, and up to 7 hours may be appraisal-related subject matter approved by the Board. The rule also states that verification of the required 28 hours must be submitted by the end of the two-year renewal period.

North Dakota also accepts courses approved through the AQB Course Approval Program. The current CE rule says courses approved through the AQB Course Approval Program may be accepted by the Board without additional state review, and the Board’s current approved CE list repeats that the Board will accept AQB CAP-approved qualifying and continuing education courses.

USPAP requirement

As part of the 28-hour two-year CE requirement, North Dakota requires the 7-hour National USPAP Update Course, or its equivalent, every two years. That requirement appears directly in N.D. Admin. Code 101-04-01-01. The Board’s current approved CE list also highlights the same point in its introductory language.

Valuation Bias and Fair Housing requirement

North Dakota’s Board now expressly states that, effective January 1, 2026, all apprentice, licensed, and certified appraisers must complete a course meeting the Valuation Bias and Fair Housing Laws and Regulations content requirements every two calendar years. The Board’s official education-change notice states that the first VBFH course must be 7 hours, and that every two calendar years thereafter the course must be 4 hours. That same Board notice also states that, if a current credential holder completes the 8-hour version with the exam, that will satisfy the continuing-education requirement and may also help satisfy future qualifying-education needs for upgrades.

Because North Dakota’s current codified CE rule in 101-04-01-01 still cites the older 2018 AQB criteria text, the clearest current North Dakota source for the VBFH renewal requirement is the Board’s own official Education Changes to Criteria Effective 1-1-2026 notice and the Board’s May 30, 2024 meeting minutes describing implementation of the AQB changes. For public-facing guidance, I would therefore treat the VBFH course as a current North Dakota requirement beginning January 1, 2026.

Important North Dakota deadlines

North Dakota’s current rule says appraiser permits expire on December 31, renewal should be filed during the preceding month, and renewal may continue for up to 90 days after expiration with payment of the late fee. The same rule states that an individual acting as an apprentice, licensed, or certified appraiser while the permit is expired is subject to disciplinary action and penalties.

At the same time, the current statute says permits expire biennially on December 31 and requires the permittee to apply for renewal and present evidence of continuing education with the renewal application. Because the Board has not yet fully updated the renewal rule to match the statute, the most practical approach is to follow the Board’s current renewal portal and renewal-season instructions while also recognizing that North Dakota law now points toward a biennial structure.

Current North Dakota renewal fees

North Dakota’s current fee rule is N.D. Admin. Code 101-02-01-03. That rule currently lists the renewal fee as $350 for apprentice appraisers and $350 plus the national registry fee for licensed, certified residential, and certified general appraisers. The same rule lists the inactive status fee as $100 and the late filing fee as $100 per month.

Because the Board’s May 30, 2024 minutes state that the fee structure would need to be revised to reflect a future biennial renewal cycle, I would treat the current fee rule as the operative schedule for now, while recognizing that later amendments may change the renewal-fee structure.

Special note for apprentices

North Dakota uses the term Apprentice Appraiser rather than trainee. The Board’s current 2026 requirements summary states that apprentice applicants must complete 83 hours of qualifying education, including the new 8-hour VBFH course effective January 1, 2026, and must also complete the Supervisory Appraiser / Apprentice Appraiser course. For renewal purposes, the Board’s 2026 education-change notice also states that apprentices are included in the new VBFH continuing-education requirement.

North Dakota maintains an official Approved Continuing Education Courses list and an official Approved Qualifying Education Courses list. The current approved CE list is dated September 18, 2024, and the qualifying-education list is dated July 16, 2024. North Dakota’s current statute governing appraiser permits is N.D.C.C. Chapter 43-23.3. The most important current provisions for renewal and CE are N.D.C.C. § 43-23.3-10, which states that permits expire biennially on December 31; N.D.C.C. § 43-23.3-12, which requires an appraiser renewing a permit to present evidence of continuing education; and N.D.C.C. § 43-23.3-19, which authorizes the Board to adopt continuing-education rules.

How to Renew

North Dakota’s Board currently provides a 2026 Renewal & Registration online login link on its home page. The Board’s renewal portal is the practical place to start the renewal process. Under the current rule, a permit holder desiring renewal must apply during the month preceding expiration, and the rule allows renewal for up to 90 days after expiration with payment of the late fee. The statute also requires the permittee to present evidence of having completed the continuing-education requirements for renewal.

Because North Dakota’s statute now says permits expire biennially but the current renewal rule still uses annual mechanics, the safest approach is to log in early, confirm the Board’s current renewal instructions, and contact the Board directly if anything in the portal appears inconsistent with the statute.

Pro-Tips for 2026

  • Do not assume North Dakota’s current renewal mechanics have fully caught up to the statutory change. The statute now says permits expire biennially, but the current rule and fee schedule still describe annual December renewal procedures. Check the Board’s online portal and the Board’s home page each renewal season rather than relying only on older renewal habits.

  • Make sure your 2026 CE planning includes the new VBFH course. North Dakota’s Board says that, effective January 1, 2026, all apprentice, licensed, and certified appraisers must complete the 7-hour VBFH course the first time, followed by a 4-hour course every two calendar years thereafter.

  • If you may upgrade later, consider taking the 8-hour VBFH course with the exam rather than only the 7-hour CE version. The Board’s 2026 notice specifically says the 8-hour version can satisfy the continuing-education requirement and may also satisfy the qualifying-education requirement for a future upgrade.

  • Before registering for any class, verify that it is either on North Dakota’s official approved-course list or approved through the AQB CAP process. North Dakota’s rules and approved-course lists both make that point clear.
