Appraiser Continuing Education Requirements
If you hold an Ohio appraiser credential, Ohio currently uses an individual two-year renewal cycle rather than a single statewide renewal date. Under Ohio Revised Code § 4763.08, each general certificate, residential certificate, residential license, and appraiser assistant registration is valid for two years from its date of issuance. Ohio’s continuing-education statute, Ohio Revised Code § 4763.07, requires 28 hours of approved continuing education within that two-year cycle.

What Ohio appraisers need
Ohio requires state-certified general appraisers, state-certified residential appraisers, state-licensed residential appraisers, and state-registered real estate appraiser assistants to complete a minimum of 28 classroom hours of continuing education in board-approved courses or seminars. The statute says those 28 hours must be completed within the two-year period immediately following issuance of the credential and every two years thereafter.

USPAP requirement
Ohio’s current CE rule, Ohio Administrative Code 1301:11-7-01, requires that at least once in every succeeding two-year education cycle, 7 hours of CE be in the National Uniform Standards of Professional Appraisal Practice course, or its equivalent.

Valuation Bias and Fair Housing Requirement
Ohio now expressly addresses the Valuation Bias and Fair Housing Laws and Regulations course in its current CE rule, Ohio Administrative Code 1301:11-7-01. For the first education cycle concluding on or after January 1, 2027, a state-registered, licensed, or certified appraiser must provide proof of completion of a 7-hour VB-FH course. In each succeeding two-year education cycle thereafter, the appraiser must complete at least a 4-hour VB-FH course. The rule also provides that an appraiser who has already completed the 8-hour VB-FH course as part of qualifying education satisfies the initial 7-hour CE requirement and then moves to the 4-hour recurring requirement thereafter.

Important Ohio deadlines
Ohio renewal is tied to the credential’s own expiration date. Under Ohio Revised Code § 4763.06, the renewal application must be filed at least 30 days, but no earlier than 120 days, before expiration. Under Ohio Revised Code § 4763.08, the superintendent must provide renewal notices no later than 30 days before expiration.

If a credential holder fails to submit proof of meeting the CE requirements, the person is ineligible to renew. Ohio law does permit the appraiser to submit proof of completion within three months after expiration without having to requalify under Ohio Revised Code § 4763.05, but the appraiser may not engage in appraisal activities during that three-month period following normal expiration.

Online and distance education
Ohio permits CE to be completed through either classroom instruction or distance education. The current distance-education rule, Ohio Administrative Code 1301:11-7-03, defines distance education to include synchronous, asynchronous, and hybrid formats. Ohio also provides that asynchronous CE is acceptable if the course meets the applicable content and delivery requirements, and asynchronous continuing education must include at least one approved knowledge-verification mechanism, such as a proctored written examination or another prescribed course mechanism demonstrating knowledge of the subject matter.

Repeat-course limitation and course limits
Ohio’s current CE rule, Ohio Administrative Code 1301:11-7-01, provides that, aside from compliance with the required 7-hour USPAP course, an appraiser may not receive credit for duplicate hours of CE completed during the term of the credential being renewed. The same rule also provides that CE credit is granted only where the class is at least 2 hours long, and that a state-registered, licensed, or certified appraiser may not receive credit for more than 8 classroom hours in any one calendar day unless the CE is distance education. The rule further states that CE obtained in excess of 14 classroom hours during a one-year interval may not be used to meet the requirements for a future reporting period.
